Education & Work Experience
Qualification:
-        Master degree in social studies (e.g. sociology, statistics)/related fields or track record of relevant experience, including research experience and skills.
-        Minimum 5 years of experience
-        minimum 2 years of experience in M&E activities (designing and carrying out M&E activities that are necessary throughout project cycle, such as studies, baseline, endline, PDM and evaluations)
-        2 years of managerial experience.
-        Report writing skills, being able to explain the insights, document field observations and information obtained through quantitative and qualitative methods and provide feedback to programme/project teams through clear reporting.
-        Technology and software related skills, ability to utilize computer packages and applications in data collection, data analysis, storage and dissemination.
-        Experience in the NGO/INGO field with a focus on civil society development and/or emergency programs is an advantage.
-        languages – English/Romanian/Russian - Fluent in all aspects

Position overview: 

Under overall supervision of the Head of MEAL, the MEAL (Monitoring, Evaluation, Accountability and Learning) Coordinator is in charge, designs, implements and keeps close track of the MEAL system under the dedicated projects and sectoral programming for which acts as MEAL Focal Point. MEAL Coordinator supports corrective action where needed, and assist in collecting and documenting lessons learnt.  S/he is responsible for implementing the MEAL related activities and preparing high-quality deliverables, including MEAL analytical reports; and is responsible for the collection and analysis of different data in relation to the project activities. Besides s/he is responsible in receiving and processing feedbacks and complain from beneficiaries and other target groups.

Duties & Responsibilities:

-        During the inception phase of different components of programming, contributing to or developing logframes, and drafting the Results Framework(s)/MEAL Framework(s), which will serve as a base for MEAL planning, expanding the project’s logical framework, clarifying the methods and frequency of measurement for each of the indicators, as well as the roles and responsibilities of each team member in collecting, analysing and disseminating the data.
-        Developing and/or contributing to specific M&E Narrative Plan(s) for programming and/or particular sector, component, project/donor that will describe MEAL approaches and activities reflecting in narrative and in greater detail Results Framework/MEAL Framework.
-        Developing Indicator Tracking Tables (ITTs) to track progress towards achieving the indicators on the monthly basis, creating an effective system of such reporting, consolidating inputs from all local partners and together with project managers and/or sectoral managers maintaining the project’s ITT up-to-date.
-        Draft and regularly update MEAL workplan(s) and data collection plans; agree workplan with stakeholders across the organization.
-        Oversee planning, preparation, organization and conducting of monitoring and evaluation activities for PIN programming at Moldova CP (including and where relevant routine/random monitoring activities, baseline and end-line studies, Post Distribution and Post Intervention Monitoring, (if applicable) mid-term and post-project evaluation etc.), including monitoring of local partners and grantees and provide support to external evaluators as required, in particularly is responsible for:
-        Preparation of tools;
-        Mobilising and training enumerators;
-        Planning data collection activities in cooperation with the relevant project team, Civil Society Organization (CSO) and/or FSTP(s)/Implementing Partner(s);
-        Facilitating quantitative (e.g. surveys) and qualitative (e.g. FGDs, KIIs, etc.) data collection activities through ensuring clear instructions and other necessary support to the enumerators;
-        Providing technical means for conducting surveys (incl. preparing smartphones, tablets);
-        Ensuring daily updates on progress and challenges to Head of MEAL;
-        Analysing data obtained during data collection activities and secondary data analysis as well as drafting monitoring reports.
-        Ensuring proper dissemination of findings and recommendations that results from MEAL activities, including organizing feedback sessions/workshops with project teams.
-        Follow-up on the execution of the recommendations provided to the project team.
-        Perform and organize field-monitoring visits to assess progress of the project implementation and design monitoring and evaluation tools and methodologies to achieve that, including surveys, key informant interviews, focus group discussions, etc. Travels frequently to the field to interact with partner organizations, beneficiaries and other stakeholders and to monitor implementation of the activities.
-        Establish and/or maintain mechanism of disseminating key MEAL findings, through implementation of improvements such as interactive dashboards and/or any similar, etc.
-        Establish and/or maintain mechanism of tracking recommendations from PIM, PDM, evaluations and other monitoring activities to strengthen their usage and programmatic improvement.
-        Lead preparation of SOP and relevant tools for routine and results-based monitoring of CSOs’/FSTPs’/grantees’ (vide: partners’ monitoring); strongly contributes towards improving monitoring and evaluation efforts towards partners and their activities.
-        Provide MEAL related inputs to project proposals.
-        Engage in relevant external working groups, if found relevant.
Qualification:
Education:
-        Master degree in social studies (e.g. sociology, statistics)/related fields or track record of relevant experience, including research experience and skills: designing a research, designing data collection tools, coordinating a research, and doing the actual data collection (quantitative, e.g. surveys and qualitative, e.g. various types of interviews or focus group discussion, etc.) in the field as well as analyzing data using various methods and tools.
Work Experience:
-        Minimum 5 years of experience
-        minimum 2 years of experience in M&E activities (designing and carrying out M&E activities that are necessary throughout project cycle, such as studies, baseline, endline, PDM and evaluations)
-        2 years of managerial experience.
-        Highly qualified and experienced professional acting as specialist; staff able to assume full responsibility for successful initiating, designing, planning, conducting and concluding monitoring and evaluation activities. Coordinate, manage, plan M&E activities in line with agreed content, goals, budget and schedule. Ensure all standards and policies are respected and relevant support is in place.
-        Report writing skills, being able to explain the insights, document field observations and information obtained through quantitative and qualitative methods and provide feedback to programme/project teams through clear reporting.
-        Technology and software related skills, ability to utilize computer packages and applications in data collection, data analysis, storage and dissemination.

-        Stakeholders engagement, communication skills and team work, ability to engage, manage and deal with different internal (team members from other departments, e.g. programme/project staff, logistics, finance, etc.) and external stakeholders, including different type of beneficiaries (individuals, representatives of other I/NGOs), representatives of different level authorities, civil society organizations and donors utilizing both written and oral communication skills.
-        Technology and software related skills, ability to utilize computer packages and applications in data collection, data analysis, storage and dissemination.
-        Creativity, ability to adapt approaches, tools and methods to different programmes, project and activities; ability to involve innovations in order to get buy in of stakeholders and users of the M&E system.
-        Availability, including ability to undertake regular field visits all over Moldova, if needed, few days in a row with overnight stays in different locations of Moldova
-        Experience in the NGO/INGO field with a focus on civil society development and/or emergency programs is an advantage.
