Salary range – 41.800,00 – 44.520,00 MDL gross

Education & Work Experience  

Qualification: 

  • Minimum 5 years of professional experience in development and/or humanitarian programming, with demonstrated involvement in programme and project implementation in Eastern Partnership or comparable contexts. 

  • At least 2 years of experience in senior or middle management roles, such as Programme Manager, Portfolio Manager, or similar positions with responsibility for overseeing and supporting project teams. 

  • Proven experience in programme and project design, programme development, and preparation of project proposals for institutional donors. 

  • Solid experience in humanitarian and development sectors relevant to PIN Moldova’s portfolio, such as civil society support, inclusive governance, protection, social inclusion, cash, livelihoods, education, agriculture, or climate resilience programming. 

  • Proven experience managing and coordinating multi-partner or consortium-based initiatives. 

  • Experience engaging and collaborating with governmental stakeholders, including representatives of central and local government institutions, and representing programmes in institutional and policy dialogue. 

  • Experience supporting Project Managers across the full Project Cycle Management, including planning, implementation, monitoring, reporting, and project closure. 

  • Strong leadership, communication, and interpersonal skills, with the ability to guide, support, and coordinate Programme Managers and Project Managers and engage effectively with donors, partners, and internal teams. 

  • Good contextual understanding of the Moldovan operating environment, including humanitarian needs, development challenges, and coordination mechanisms. 

  • Strong programme planning and coordination skills, ensuring coherence between project objectives, donor requirements, workplans, and budgets. 

  • Proven ability to operate effectively in complex, high-pressure, and evolving environments, including emergency and politically sensitive contexts. 

  • Strong analytical and problem-solving abilities, enabling timely identification of implementation risks and support to practical, solutions-oriented responses. 

  • High commitment to quality programming, accountability, and continuous improvement, including the use of monitoring data to inform decision-making. 

  • Demonstrated commitment to safeguarding, protection mainstreaming, and accountability to affected populations, in line with PIN policies and humanitarian 

  • Languages – English/Romanian/Russian - Fluent in all aspects

Throughout its presence in the country, PIN has been contributing to the development of following sectors: Sustainable Livelihood and Environment, Social Inclusion and Protection, Good Governance. 

Position overview:   

The Grants, Reporting and Partnerships Manager supports the Moldova Country Programme in grants and partnerships management, fundraising, donor communication, and coordination with key partners such as the Czech Embassy, CzDA, and other international donors. The role works under the supervision of the Head of Programmes and collaborates closely with senior country programme management and relevant headquarters departments. As part of the Country Programme team, the manager also ensures grant compliance, supports donor reporting and communication, and may represent the organization in coordination meetings and donor relations. 

Duties & Responsibilities: 

Grants and Reporting: 

  • Supports the development of concept notes, project proposals, and proposal modifications in coordination with programme teams. 

  • Assists in drafting, proofreading, and compiling donor reports to ensure quality, accuracy, and compliance with donor requirements. 

  • Provides staff with guidelines, templates, and supporting materials to ensure consistent and high-quality reporting. 

  • Maintains organized records of grants-related documents and updates relevant systems (ELO, Navision, SharePoint, grants management tools). 

  • Tracks donor reporting deadlines and coordinates with programme, MEAL, and finance teams to ensure timely data collection and reporting. 

  • Assists in proofreading and translating project documents, proposals, reports, and budgets. 

  • Supports the administrative monitoring of project implementation and documentation. 

  • Prepares documents and collects information from programme and finance teams for project review meetings and internal reporting. 

  • Ensures standardized reporting formats are used for weekly, biweekly, and monthly reporting. 

  • Acts as a focal point for selected donor contracts, ensuring coordination between programme and support teams. 

  • Supports the MEAL team in following up on monitoring results, feedback mechanisms, and complaints response systems. 

  • Completes additional tasks assigned by the line manager or Head of Programmes. 

Donor Relations and Fundraising: 

  • Updates donor mapping and contributes to the development of the funding strategy. 

  • Monitors donor priorities, funding trends, and potential funding opportunities. 

  • Supports engagement with donors during visits and coordination meetings. 

  • Liaises with HQ funding advisors to strengthen fundraising and donor intelligence. 

  • Facilitates internal discussions and decision-making on funding opportunities (Go/No-Go). 

Partnerships: 

  • Facilitates communication and coordination between PIN Moldova and its partners. 

  • Identifies, establishes, and maintains strong partnerships with local and international organizations. 

  • Ensures effective coordination with partners throughout the project lifecycle. 

  • Supports compliance with donor and internal regulations, policies, and procedures. 

  • Assists in preparing partnership agreements and relevant documentation. 

  • Maintains and updates a database of partners and key contacts. 

  • Supports monitoring of partnership performance and identifies areas for improvement. 

  • Compiles partnership-related documents and ensures timely submission of required reports. 

  • Coordinates with programme and finance teams to collect relevant data for partnership and project reviews. 

  • Performs other duties necessary for the successful implementation of programme activities.
