Education & Work Experience
Qualification:
- completion of Bachelor’s degree, Master’s degree in Human Resources, Business administration, Psychology or relevant fields;
- minim. 5-7 years of post-graduate experience in a similar role;
- minim. 2-3 years of experience in the NGO sector or other international organizations (in a similar role);
- minim. 2-3 years of proven working experience as a HR Manager, HR Coordinator, or similar supervisory/managerial role;
- deep knowledge of: Labour Code of the Republic of Moldova, HR systems and personnel administration;
- excellent communications and negotiating skills
- proficient in Microsoft Office Suite (Word, Excel, Outlook, and Access), Zoom/Skype/Teams/Google Meet, knowledge of HR administrative and archiving software such as NAVI, ELO, HRIS, Workable, other management and recruitment tools;
- languages – English/Romanian/Russian - Fluent in all aspects

Background

People in Need (PIN) is a Czech non-governmental organization that provides relief aid and development assistance while working to defend human rights and democratic freedom. It is one of the largest reliefs and development organizations in post-communist Europe and has administered projects in 37 countries over the past 30 years. From 2009 onwards, PIN has added development programmes to its work in Moldova, building a vision and practices that keep people and communities at the centre of our work. Throughout its presence in the country, PIN has been contributing to the development of following sectors: Sustainable Livelihood and Environment, Social Inclusion and Protection, Good Governance.
Position overview: 
The HR Manager plays a crucial role in addressing complex HR issues related to planning, budgeting, staff contract management, and capacity building, directly impacting the efficiency of HR management and program implementation for the People in Need (PIN) mission in Moldova. Reporting to the Head of Systems & Operations, the HR Manager ensures timely and quality HR support, contributing to the overall success of programs and services for beneficiaries.

HR management and planning:

  • In cooperation with HoSO provide facilitation, guidance, coordination of implementation of PIN corporate HR related policies, development and update of national HR procedures and guidelines;
  • Build effective relationships and work in close collaboration with all internal and external stakeholders/functions;
  • In cooperation with HoSO provide consulting and guidance on the revision of staff salaries and the salary scale;
  • Ensure implementation of relevant national and international staff policies and their implementation by the HR teams, including provision of training for new staff, managing recruitments, orientations, benefits, probation evaluations, performance reviews, leaves, disciplinary actions and separation from employment;
  • Supervise a team of HR Officers and Assistants, and carry out formal meetings with the team and assess their performance and outputs.
Capacity Building and Safeguarding Agenda:
  • Coordination of biannual staff evaluation, building capacities of all staff to effectively use the evaluation period in preparing individual development plans within individual teams/units;
  • Development of Staff Capacity building plan based on staff evaluation outcomes, line managers recommendations, staff requests, mission plans and goals and Staff Induction plan for new staff joining PIN MDA;
  • Designing the plan of implementation of PIN Safeguarding and Protection Mainstreaming at internal level (within workplace;
  • Facilitation of knowledge building and knowledge sharing;
  • Consult managers on Moldova labor law and HR procedures, provide advisory support to the management in relation to handling of employees’ grievances and disciplinary matters.
HR Administration:
  • Perform all other human resources and administrative tasks deemed necessary for the smooth running of the human resources office with the direction of the HoSO;
  • Establish and oversee functionality of relevant HR files, Employee database, Annual and compensation leave register, Contact list, etc;
  • Coordinates benefits provided to staff, including providing staff accident insurance, quarterly submit updated staff list for insurance to HQ Logistics. Provide consultations and guidance on insurance terms and application.
  • Fulfils any other tasks related to the HR and administration agenda as required.
Qualification:
Education:
